TL;DR
Quarail Hale is a former Math teacher who at some point mid 2023 had a severe mental breakdown leading to hospitalization. After release Quarail crafted a completely different persona for himself as the artistic, mystic fashion guru Chief Gihareh(Pronounced Ji-Hareh). In his new persona he is an avid user of tarot cards, creates his own fashion to mixed effect and chain smokes cigars and pipe tobacco like it's going out of style which he makes a point to smoke in public places where it is illegal. Quarail also self publishes a number of books which are mostly diaries but also include his poetry and artwork. His content at the moment is separated into "cigar talk' and "tangential thoughts"(also the name of one of his books). These two shows in reality have very little separating them and mostly consist of Quarail babbling endlessly in a stream of consciousness manner with varying lucidity. One of the other important things in Quarail's life is his pets Bailey his dog and Crush his pet ball python. after he was institutionalized Quarail was charged with multiple counts of animal neglect and failure to provide veterinary care his poodle Benji is no longer seen after the court case leading me to velieve the dog was taken away from him. However Bailey and Crush are still with him.
Quarail is a prolific uploader on youtube sometimes doing multiple livestreams and videos a day. He also operates a Instagram which I don't know how to archive and sells his books on a couple of sites including amazon.

Mental hospital/Animal neglect
At some point in July 2023 Quarail was involuntarily committed to a mental facility. He eventually makes a video explaining that he intentionally had himself committed by severely burning his arm it is unknown what he thought this would accomplish. Ultimately this seems like a way for Quarail to keep control of a situation that was out of his control and I do not believe it was his choice at all. Quarail maintains that this was a setup by his “gay uncle”. Quarail’s dogs do look a bit thin in his videos. Quarail did manage to get footage of his uncle and another man removing his snake tank and taking pictures of his apartment. When Quarail is finally released he learns he is being charged with animal neglect and failure to provide veterinary care to his dogs Bailey and Benji and his snake Crush. After this point his poodle Benji is never seen again and it is unknown what happened to him. Bailey and his snake crush are still with him however. Quarail to this day makes videos blaming his uncle, aunt and other family members for these events and seems to take no responsibility.

Cigar Talk: Just drawing on my Jeep talking to myself [Part 2 this one is longer and a crackhead is losing it intermittently behind him somewhere. Quarail talks about his time in the mental hospital. He explains that he burned himself to get himself in the mental ward the reason for this is unknown. He also rants about people drugging his food and stealing things from his house. Later he goes on to say that when he burnt himself he was just trying to light a cigar with a flaming bandana on his arm in a tribute to lil wayne who is his greatest inspiration. He tries to do the “trick” but it doesn’t work and he is forced to use his lighter. He then explains he will be drawing a big titty cartoon woman on the hood of his Jeep and talks about his artistic process and does a skitzo retelling of the story of John the baptist. He relates this story back to his own situation and says his uncle got him put in a mental institution by drugging his food and then had his dogs taken.

Homeless Saga
Quarail is homeless and living in his car from August 2023 to mid October 2023 when he moves in with his pastor and subsequently seems to have a place to stay though I don’t know his current residence. During this time it is clear that Quarail has some money coming in but it’s is not clear from where. Quarail talks to other homeless people hangs out in a park and bargins with local heroin addicts to let him use the park bathroom. He also makes a tank for a beta fish that he "found" out of plexiglass and superglue and hangs it from the roof of his jeep calling it a mobile zoo. In may 2024 Quarail successfully got himself a job and while still crazy his mood and general situation has vastly improved.

Present day
Quarail is gainfully employed and using his hard earned money for more exploits into fashion and art. He will often perform a "pop up" around his town where he shows up somewhere public wearing his jackets with cigar bands glued on them or holding one of his books while striking a pose. He has also ventured into rolling his own cigars lately and will often take pictures of himself with cars he likes perhaps missing his jeep a bit. his brand Project XTNCTN(extinction) is undergoing a renaissance as well since Quarail learned to silk screen and no longer has to draw designs on his clothes with markers and pens. Unfortunately like many people he has an obsession with unboxing and will often buy things just to take them out of the package and he will then decide he doesn't like it and will ruin what he just got in order to have an excuse to buy more things.
