It think it should be brought up to a vote with the active participants in the thread like a pole

Deferring to the custodian of the OP or mods in nuisance situations, sounds good to me. I was just curious, because on one hand its a necessary tool for a forum, but I also think its important to be wary of it being used too liberally.
