I set the age at 16 for certain parts of the site (celebrity gossip and geopolitical). The lolcow sections of concern are still 18 and above. We have a specific plugin which allows you to set the age for each forum (subject to the universal age floor).

Facebook has a special "lite" version of their site made specially for consumption on the typical cheap Indian cell phone. Cyber cafes are popular in Nigeria, but they charge per hour. Pakistan is poorer than either India or Nigeria, so poor in fact they build homemade buses out of imported second life trucks with hand tools. They can't afford such luxuries as impact guns or even ratchets, so I doubt many commoners can afford a cell phone capable of competently browsing a XenForo site.
